No fallback for e.g. if one tries to display Unicode characters with Tahoma

I am filing this issue to split up the bugs I inadvertently combined in 105446. The attached file includes a sample asian text (line 2) with Telugu (Pothana2000 font), Grantha (e-Grantha font), and Kannada (Arial Unicode MS) scripts, all unicode. Selecting the line 2 and changing to Tohama which does not support any of the above scripts, renders into empty boxes except for the characters at end of line (see line 4). Arial Unicode MS glyphs at the end of the don't change but the cusor at the end of line 4 and the 'Font Name' combo displays 'Tahoma'. Either these should have been empty boxes too (if OO phylosophy is 'no script implies empty boxes') or the combox should have showed 'Arial Unicode MS' since the rendering is from 'Arial Unicode MS'. The user is getting false report on the font used for actual rendering.

MRU->HDU: see the Tahoma formatted part (the square characters). Shouldn't there be a fallback for such a case? Is this problem perhaps known - I did not find a duplicate...
