Fix SF failures on Tests – most arising from Runtime Exceptions being thrown
when more specific ones need to be by the SF.

Made the following changes:

Changed ScriptNameResolverImpl.cxx to throw an
IllegalArgumentException instead of a RuntimeException in the resolve
method if an IllegalArgumentException is caught from the call to
resolveURIFromStorageID

Changed ScriptMetadataImporter class to use an OUStringBuffer to build
up the description element from the parcel-descriptor file.

As mentioned on the qa dev list on March 5th I will close all resolved
<wontfix/duplicate/worksforme/invalid> issues. Please see this posting for details.
