My download of 3.2.0 RC4 stopped at 3.06MB, both zh-TW and en-US versions.

@benlu609: Your description is too general to reproduce. I cannot see problems
with downloading these files.

Have you tried it more than one time? If you are using a proxy in your browser
please try it without or maybe it's working with proxy if none was entered.

Finally I downloaded en-GB virsion.
