Loading a template from the template site results in only showing half of the
template.
See attached screenshot. Users complain about it in the comments of the site and
think the template is broken.

I can not reproduce the "half-window" problem on my Windows XP system with IE7 (
after the XP-related problem mentioned in issue 111191 is solved ).

As I understood, this problem could be reproduced only using IE8 till now. It
looks like the ActiveX control has to be adjusted to be used in IE8.

I am changing the Summary accordingly. Please change it back if there is a
scenario to reproduce the problem in IE7, and of course please provide the
scenario then.

It's not only for templates. I've seen this on Windows 7 with IE8 and can't
reproduce on XP. Opening an ODF document in a new Tab Page the document will be
shown full screen.

I can reproduce it here in IE8 running on a Windows XP Professional 2002 SP3 
(pt_BR).

Changing the target to OOo3.4 since there are no resources to fix it for OOo 3.3
target. Please declare it as a schowstopper if you believe that it should be
fixed for OOo3.3.

set target to 3.x since not release relevant for 3.4 release.
