Some caption frames containing drawing groups are stretched with blank area

I just installed OOo 3.2 m12 (upgraded from 3.0.1) and some of my figure frames are stretched vertically with blank space between the picture/graphic and the caption. Some are stretched from the bottom of the Header all the way to the bottom of the page. If I move the graphic down a little so the caption moves to the top of the frame then the frame returns to normal size until I move the grapic back up. It does not happen to all the frames in the document. I will attach a document with the problem. This is unacceptable and I will have to go back to 3.0.1.

If I change the Wrap for the graphic from No Wrap to Wrap Through then the frame goes back to normal. When I save those changes and open the file again the frames are back to being Stretched.
MRU->OD: see attached document, on pages 3, 11, 12 and 13 you can see such caption frames which are much too large. In OOo 3.0.1 these were displayed perfectly.
This appears to be fixe in OOo version 3.3 (but there is a different/similar bug that I will report separately (LibreOffice Bug 40199), it causes a space between a drawing that has a rotated object and the caption).
Reset assigne to the default "issues@openoffice.apache.org".
