Add attached file to a Draw document and D&D into a Gallery theme or copy to
clipboard => there's no need to offer a higher value clipboard format than
SVXB/bitmap/metafile for this kind of clipboard content. With the current usage
of a DrawlingLayer format for simple graphics, the consistency of clipboard/D&D
actions across all apps is not given for the user.
