On older systems cairo_ft_font_options_substitute() crashes if its options parameter is NULL.

CWS vcl110 checks the NULL and prevents the call then.

Integrated in DEV300_m78.
For DEV300_m75..DEV300_m77 use a workaround: set the environment variable SAL_DISABLE_CAIROTEXT
