Add qcv-ES for Catalan Valencian UI l10n

The Catalan Valencian UI l10n wants to use qcv-ES as ISO codes. Note: 'qcv' is a "Reserved for local use" ISO 639-3 code.

@er: please, take into account that SIL officially rejected the use of "qvc_ES" for Valencian as I said in the mailing list. In a private build, everybody can do whatever they want, but I would wait until #109846 is implemented to incorporate Valencian to the the official build. I hope my explanation makes sense to you.

However, distributing documents containing that code would not be a local use and should be refrained from. I presume those guys won't care about that in their own build, but ... we do not offer Valencian as a language selection for document content. Btw, which mail on what list are you referring? I didn't see any.
@er: ops, it looks like my message didn't get into the mailing list for some reason. SIL International rejected the petition to incorporate qcv_ES into ISO 639-3 for Valencian, as you can read here: http://www.sil.org/iso639-3/cr_files/PastComments/CR_Comments_2006-129.pdf The reasons for the rejection are, in short: 1. The Language spoken in Catalonia, València, Andorra and the Balearic Islands is unique and understandable by all its users, as defended by the official Valencian organizations: Consell Valencià de Cultura CVC and Acadèmia Valenciana de la Llengua AVL. 2. The official statement of the Supreme Court of Spain is that even if Valencian and Catalan have different names, are the same language. So I am OK if qvc_ES is included as something reserved for local use, as anyone can do as they please with it, but Valencian should be properly identified in the future with a proper BCP47/RFC5646 language tag and that is what the translation should use. I am relieved to know that there will be no document content using this weird locale.
@er: So, what's going to happen once codes like ca-valencia are accepted? Will they accept the code ca-valencia for their build? As far as I know that won't happen because these these Valencian localizers (actually the politicians behind them) have already said that they need the qcv code. Will two versions of the Valencian build exist with different codes? This is basically the most confusing to me. We can do the Catalan (Valencian) translation if necessary -we already do this with other projects-. But we would like to avoid the qcv builds to be istributed away from the OpenOffice.org website or even from the GNU/Linux distributions that obtain the translation from pootle (I'm not sure where they take the translation from). This recent step from you may be undestood as a charte blanque to circumvert following standard codes in localization, just because of poltical pressures or bribing, and end-users can be affected by this confusion (not necessarily only in Catalan language).
This is now obsolete, the UI l10n will use the existing ca-XV code, see issue 110438.
