cwscheckapi -m sw -k -a
fails to find SOAP stuff on with an OOo env:
Can't locate SOAP/Lite.pm in @INC ([...]) at ${CWS}/solenv/bin/modules/Eis.pm
line 40.

Why should it need SOAP, if it does not even need to attach to EIS?

Also it claims:

which of course is wrong, likely because it is fails to interact with EIS.
