Issue 111166 shows that InitUpdateCheckJobThread runs in scenarios that use
solenv/inc/installationtest.mk to start soffice with a fresh UserInstallation
and -nofirststartwizard.  In such scenarios, it would probably be better to have
the update check disabled.  (Whatever the mechanisms why update check is enabled
when the first start wizard never ran -- extensions/source/update/check/Jobs.xcu
AutoCheckEnabled is false by default, if that is relevant.)
