DOCX documents with footers in different sections cannot be viewed correctly.
The footer of the first page is used for the whole document.
In same cases the document is completly unreadable (e.g. when the footer of the 
first page is used as a cover).

Testing this issue requires the fix of issue 108970 (i used DEV300_m85).

MRU->HBRINKM: the re is a watermark graphic which is anchored in the header.
From page 2 on, this is not the case anymore. But Writer imports it though as
part of the header.
