The API project is the first project on
http://www.openoffice.org/issues/enter_bug.cgi, and I guess for this reason
frequently used as a default project for people who do not know where to put an
issue.  Frequently this means that I have to spend hours to figure out whose
issue it is.  This shuold be a QA task.  

I suggest to create an explicit "_unknown" component for this reason, which
should be the first on the web page mentioned.

Hi Michael, I see your problem being the first in the list of
components :-)
But could you raise your point with the QA project. I don't think,
that IZ is the appropriate way to work on your suggestion.
