I found older reported issues, that are closed. But with current OOo-Versions it
is reproducible on all platforms (Linux, Windows, MacOS):

If a document is already loaded in OOo, the document doesn't get the focus, if
it is activated by the document manager of the system (e. g. doubleclick it in
Explorer, Nautilus, Finder). Also changing the focus of a document by control
(push button) dosn't work since OOo 3.1(?).

With OOo 3.3 it works again.
