SUMMARY
I can't create a document from the windows context menu that defaults to english
language and runs spell check correctly.

HOW
I originally noticed that spell check didn't work.  After upgrading to 3.2.1 it
still didn't work.  I tried tools-> options -> language settings. This didn't
work.  format-> character -> language works. Tools-> language -> for all text ->
english actually unsets the language.  I never see a check mark next to English.
 I sometimes see options under Tools -> language -> for all text like Germany,
or Finnish.  Seeing Germany or Finnish under a quick list makes me suspicious
because I would never have selected those.  Since Format -> character ->
language works, I created a document template and using "manage" set the new
template as a default.  When doing the window's context menu -> new, a document
is created that doesn't have the english language as the default, however if I
do new text document inside openoffice, a document will be created that defaults
to english.

I recreated this problem by doing a install of 3.2.1 on a computer that had
never had openoffice before (Win7x64).  Using the context menu->new->open
document text creates a document with no language default and spell check fails.
 Using "windows start"->all programs->open office->openoffice.org writer creates
a document that correctly defaults to engrish and has a working spell check.
