I test it with the RC1 of OOO330 

At the button "Open" I can't choose "recent documents".

As I know this should be the new functionality under this button. I saw it in
some older Dev builds of OOo330

It works when you have something in recent documents, but if you have empty list of recent documents, 
nothing opens, it looks like it doesn't work.

Recent Documents will only open if there are recent documents. Try the same with
the file menu. If recent documents is empty there it must be empty in the
startcenter also.

In the file menu you can read "No Documents".

At the button in the startcenter it seems that nothing happens.

This issue is rather an enhancement than a defect. The recent documents are
shown correctly - if there are any.

At least this is not a P2-Issue. Correcting Priority to P3.

this is a defect because it is an inconsistent handling of a functionality

If you use this via the file menu you get the information about the empty list.

Why don't you get this information via the startcenter?

of: StartCenter now (cws ooo33gsl11) shows the same information as the file menu.
