In 

Insert > Manual Break > Line Break

There should be a textbox opened that asks for the length of the line break.

What do you mean with "length" of line break?
It has no break because it's a break...

I can imagine that you talk about the length of a line... but for this you
should use the "right indent"...

What I meant by length of the line is the vertical spacing. Such as having a
size 8 font sized line break instead of a size 12 line break while typing in
size 12 font.

Sum up: manual break could be done simultaneously with applying character styles
as it works with page break/page styles.
