Tools/Options.../Language Settings/Languages dialog have wrong default language.
To confirm that he language is wrong:
1. Install at least 2 office languages (for example, en-US and a langpack), one
of them should match your OS language.
2. Run and go to Tools/Options.../Language Settings/Languages menu, and select
the language that is different from your OS language.
3. Restart and go to Tools/Options.../Language Settings/Languages menu. Result:
default language is now that language.
4. Select "Default - xyz", click OK and restart.
5. You see UI in your OS language, no matter what "xyz" was.

I can confirm it on win7, with us_EN version installed with Hungarian, Russian
langpack.

If "default - xyz" states for "system language, else english langpack", I think
"default - xyz" should be replaced by something like "default (else xyz)"

the help says for "Default":

"The "Default" entry selects the language of the user interface for the
operating system. If this language is not available in the OpenOffice.org
installation, the language of the OpenOffice.org installation is the default
language."

In fact the "Default" sting behaves more like a "Current" string because
regardless of which language the OS is, the current selected language will
always be flagged as "Default".
