To reproduce issue.
Download Northwind 2007.accdb MSA 2007 sample file.
Create odb file connected to this file. 
Open "Order" table in table data view.
You can not add new record to table.
Open "Order" table in design view, the table has a auto-increment integer PK.

If you open in Access and save as mdb file, you can use it.
