Migrated some of the improvements found in IBM's IA2 CWS:

- API implementation for the header bar
- API implementation for the ruler
- API implementation for the color control
- improvements for ValueSets
- enhancements for tree list boxes (mainly focus and notification stuff)
- accessible menu items can now also have the roles RADIO_MENU_ITEM or CHECK_MENU_ITEM, instead of MENU_ITEM only
- Introduced some new AccessibleStyeTypes for IA2: MOVEABLE, DEFAULT
- New relation: DESCRIBED_BY (will be used for captions in Writer later)

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.

@Steve,

Seems like much of this is already implemented from the IA2 branch integration.

Would it help to break this down into smaller BZ tasks and check them off?

AFAIK, QA's AVT will cover all of these. If some feature gaps are found, they will open corresponding bugs for issue tracking.
