Open "http://download.openoffice.org/other.html" and "http://download.openoffice.org/all_rc.html" and you will see that the little blue area to hide/undide the left navigation bar is drawn too long. Therefore the complete webpage is way also too long.

When opening "http://download.openoffice.org/notes.html" then it's OK.

So, a possible root cause could be that the first pages are longer than normal other webpages? IMHO an acceptable workaround would be to disable the left nav bar completely like it is done on "http://download.openoffice.org/index.html".

fixed in theme.js setting min-width for #navcol

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.
