getting rid of this line

$(eval $(call gb_Package_add_file,svx_inc,inc/svx/globlmn.hrc,globlmn_tmpl.hrc))

in svx/Package_inc.mk opens up opportunities to speed up the package target.

patch looks fine and works as expected

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.
