Port chart2 context menus to the new XML based implementation:

* convert the two resource based context menus:
  http://hg.services.openoffice.org/DEV300/file/21b3740610dc/chart2/source/controller/menus/ShapeContextMenu.src
  http://hg.services.openoffice.org/DEV300/file/21b3740610dc/chart2/source/controller/menus/ShapeEditContextMenu.src

* create new XML context menus for the hard-coded ones:
  http://hg.services.openoffice.org/DEV300/file/21b3740610dc/chart2/source/controller/main/ChartController_Window.cxx#l1042

* adapt the dispatch code to send right status updates to the ContextMenuManager
  (the current code is not context sensitive in the several commands in the context menus)

There are still some small bug and nice-to-have features.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.

Reset assigne to the default "issues@openoffice.apache.org".
