.doc created using OO3, containing one comment

Hello, 
I have regularly the following problem : 
I comment (insert comments) on a .doc format document (either created by OO or by word), save it as .doc, then send it to colleauges using MSWord, who also insert comments, but save it as .docx, 
When I then open this .dox document, ALL notes are the same one, that is all notes contain the same text, the text of the first note (see the two attached documents, the .doc was created using OO3, and the docx using MSWord 2007)

This is really a major problem. I haven't found any other bug referring to this

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.

Need someone to pls:

1. Open latest attachment "Bug testing file"
2. Insert a comment
3. Save as .docx (MS Office needed)
4. Upload file with new comment

This is needed to check if all the comments are in 1 note or the format is ok.

Word 2007 shows different comments in docx

This issue is also present when creating new docx files from Word 2013. It is not only present when opening a .doc file from OpenOffice and saving it as .docx in Word.

I have attached a file created in Word 2013, where it is shown as 3 different comments.

Opening the file in OpenOffice shows 3 identical comments.
