I have replicated this bug on Windows 7, Ubuntu 13.04 and Mac OS 10.8.5 using Open Office 4. Attached is a video showing the decrease indent allowing you to not only go outside the margins but off of the page. I tested this with numbers, bullets, and letters. Also I checked the increase indent and it will stop you from going outside the margin. I checked this bug against Microsoft Office 2010 and the decrease indent doesn’t allow you to go outside of the margins. So this bug is only an OOo bug.
I was able to replicate the bug using the following steps: 1. Open a new text document in OpenOffice. 2. Place text cursor in top left corner of page. 3. Click the decrease indent button in the toolbar until the text cursor moves out of the margin or out of the page. I also tested this bug against different circumstances. Starting with a bullet point or numbering, and then attempted to decrease the indent outside the margin but the bug was not replicated. This bug may or may not have a huge impact in the marketplace because users will know not to write outside the margin. However, as mentioned in a previous comment, Microsoft Office does not have the same issue so Open Office should work on the bug to be consistent with the competition.
