Now we only can set the sheet tab color by right click on sheet ->"Tab color..."
 
Suggest one more way  Accelerate Key by keyboard, add "Tab color..." under the main menu ->"Edit"->"Sheet"->"Tab color..."

I see it under menu Format > Sheet > Tab color.

I use version r1240836 on WinXP.

Check it again, find the entry can close this bug.
