If a lot of text is entered into the Input Help text box on the Input Help tab of the Data Validity dialog, that text will be displayed as a single, enormous line when the cell is selected, most of that line is not visible, and trying to scroll the window horizontally results in the help text disappearing.  What should happen is that the text should be wrapped within a rectangle that has reasonable dimensions and that remains visible until the cell loses focus.

workaround:
to add a new line press enter inside the text input box ;-)
