Drawing anchored to frame

Open attached document. It contains a frame with a drawing inside. The drawing is anchored to the frame. The frame itself is anchored to paragraph.
Activate frame and change its anchor to "as character". Notice that the drawing is lost. Undo does not recover the drawing.
Reload the file. Now use the navigator and move the second chapter (which contains the frame) to the start of the document using the move icons in the navigator. Notice that the drawing is lost here as well.

I was able to reproduce the bug on a Windows 7 Ultimate PC using 3.4.1 A00341m1(build:9593) - Rev.1372282.

I followed these steps:
1.  Open a new document.
2.  Insert a frame by selecting Frame from the Insert menu. I left the options set to their defaults.
3.  Create a drawing inside the frame. A simple line is sufficient. I used the Freeform Line tool.
4.  Right click on the drawing and click “To Frame” from the Anchor menu .
5.  Save and Close the file.
6.  Open the file.
7.  Right click the frame and click “As Character” from the Anchor menu.

At this point, the drawing is gone. You cannot undo to a point where the drawing returns.

Attached please find:
- The Open Document Text file from step 5. 
- The screen shot from step 6 which is before the anchor changes on the frame. On this screen shot, I've highlighted the Show Draw Functions and Freeform line tool used in Step 3 using red arrows. 
-The screen shot from step 7.

Using the same machine, I was also able to confirm the alternative way of producing this bug.  I followed the steps Regina Henschel described, namely:
1.  Load the file Regina Henshel attached.
2.  Open the Navigator.
3.  Click the Navigation icon.
4.  Click Section.
5.  Click the Section labeled Schritte.
6.  Click the Promote Chapter button.

Again, once at this point the drawing goes away and no amount of undo can bring it back.
