The user should be able to customize the order of the panels. For example I often need position and size, but very seldom text. If the screen is small, some panels need scrolling and the user should be able to determine, for which panel he needs scrolling.
I would like to be able to order the panels by dragging the panel title up and down with the mouse.

Some of this could be done with an external application or an extension: the association which panels to show for a given context is defined via the configuration.  It can be changed by deploying a modified Sidebar.xcu file.

Developers can edit the Sidebar.xcu (in an installed office it is merged into the main.xcd file) but for end users we need something more use friendly.

My mistake.  It is a duplicte of 121930, not ...40.
