Sidebar branch, revision 1466052.

In 3.4.*, Impress' Task Panel has a "Table Design" task, available all the time, even if there is no table inserted/selected. This allowed to insert a table directly from the task panel.

In the sidebar, it seems that the Table Design panel is available only when a table is selected.

This is easy to change.  That hard part is to make the decision of how it should work.  I see three options:

1. Show the table design panel in the property deck (as it is now).
   The panel is only visible when a table is being edited.

2. Show the table design panel in its own deck (as it was before).
   The panel is visible when the user activates the table deck.  It can not be visible together with other property panels.

3. A combination of 1 and 2.  Provide the table design panel both in the property deck AND in its own deck.
