XP, AOO400m2(Build:9701) - Rev. 1489073 2013-06-03 13:48:37 (Mo, 03 Jun 2013)
Insert->Picture->From File
text only works if there is no "flowed text frame"
(in Inkscape only clicking on the canvas and then typing will work)

ALG:
- Mozilla only shows 'working text'
- Safari shows the same
- Inkscape shows both texts (also in print output)

Maybe an inkscape error (it has to show the 2nd text to offer to edit it, but maybe should hide it in print/exports). Grepping, I will check deeper (in the SVG). Thanks for the example!
Comment 3 Armin Le Grand 2013-06-14 12:16:16 UTC
ALG: The SVG uses elements of SVG1.2 which are currently not supported, namely 'flowRoot', 'flowRegion' and 'flowPara'. Thus, this is not a bug but can get an enhancement request.

Enhancement: Support SVG1.2 elements for text flow
