Russian version fails to start

Created attachment 80844 [details] Screenshots with error messages Apache_OpenOffice_4.0.0_Win_x86_install_ru.exe 12-Jun-2013 14:50 downloaded here http://people.apache.org/~jsc/developer-snapshots/snapshot/windows/ (could not specify exact version because could not install app) on Russian Windows XP Professional SP3 (32bit) While installing AOO we see runtime error from Visual C++ (see screenshot AOO unopkg.bin.JPG) After install is finished, application could not be started. Program repair could not help to solve problem. We see general access error (see screenshot AOO general access error.JPG) All previous versions: 16-Apr-2013 AOO400m1(Build:9700) - Rev. 1468069 03-May-2013 AOO400m1(Build:9700) - Rev. 1478648 21-May-2013 AOO400m1(Build:9700) - Rev. 1479897 04-Jun-2013 AOO400m2(Build:9701) - Rev. 1489073 were installed and worked without such errors on the same computer (the only difference is that all previous versions had EN locale)
Reproducible on Linux: Невозможно запустить приложение. A general access error occurred while accessing your central configuration.
