Reporter uploads test.ods
File is automatically renamed to attachment 81234 [details].ods
This way local copy is not replacing an older test.ods (common file name).
File can be used in checking other bug and referenced without need to upload again.

Of course the problem with different versions with all the same name of a sample document exists, 

but:
a) I think any Browser under ans current OS will ask "Replace?" and allow user
   to select a new name "test2013-08-21.ods" alternatively
b) Automatic renaming will make it difficult to find old sample documents. If
   a user remembers that he attached a "sampledocument.ods" and wants to find 
   the Bug where he attached it using Advanced Custom Search with "attachment 
   file name contains ...", he will fail. 
c) If there would be a decision to do something like reporter's request, I think
   it would not be possible. I believe appropriate place for discussion of this
   enhancement request would be

d) There is no need to upload the  document in various bugs, it's already 
   possible to cite an attachment as you can see here in original report and
  <https://wiki.documentfoundation.org/QA/Bugzilla/FAQ#How_to_use_attached_sample_documents_for_multiple_Bug_Reports>
