The main scroll bars at the side of the document work fine.  It's the small scroll bars which open up when, e.g., I try to change font.  Dragging doesn't work.  I have to click on one font then use the up/down cursor arrow and wait util the desired font appears in the list

NOT reproducible with "AOO 4.0.1   – German UI / German locale  [Rev. 1524958 2013-09-20 11:40:29]" on  German WIN7 Home Premium (64bit)", “historic”  4.0  User Profile used for all  predecessor versions

NOT reproducible with AOO 4.0.1 - English [Build: 9714 Rev. 1524958 2013-09-20 11:40:29] on English Windows 7 Home Premium 64-bit. 

Will attempt to reproduce on Mac OSX.

I was NOT able to reproduce the defect on my iMac using:
AOO 4.0.0 [AOO400m3(Build:9702)  -  Rev. 1503704 2013-07-16 14:52:30 (Tues, 16 July 2013)] on iMac Mac OSX 10.6.8 Snow Leopard.

Is there anything else that could be detailed to help reproduce this defect?

I was unable to replicate this on Mac OS X 10.9 Build 13A603 using Open Office 4.0.1.

Tried to reproduce this bug  but was unable to do so.

Operating system: Windows 10 Pro x64 Bit

Software version: OpenOffice 4.1.5 AOO415m1(Build:9789)  -  Rev. 1817496

Steps used to reproduce:

1) Open OpenOffice Writer
2) Clicked the small arrow in the select field for the font.
3) Scrolled up and down on the mouse wheel.
4) Click on the scroll bar and drag up and down.
5) Click the small arrow in the select field for the size of the font.
6) Scrolled up and down on the mouse wheel. 
7) Click on the scroll bar and drag up and down.

Expected result: The select field cannot be navigated using the scroll bar.
Actual result: The change font and font size field can be navigated using the scroll bar by click and drag and by mouse wheel.

Notes:
The same test was performed for the font change and font size change on the right side of the screen and in the top bar menu.
