There is an inconsistency between the button labels in the Menu for Promote/Demote and the sidebar which show Increase/Decrease Indent.  

Per a discussion with Andre Fischer & Shen Feng Liu

From Andre:
   "This is caused by the old Symphony implementation of the sidebar panels which does not use the standard implementation of the respective toolbar buttons  but provides its own.  Besides the implementation it also provides its own tool tip texts and icons.
   - Possible solutions for this are:
     a) Replace the strings provided by the panel with the ones provides by the toolbars.  This would require UI changes and translation.  Neither can be done for the 4.1 release (UI and translation freeze are past).
     b) Reimplement the sidebar panels by reusing the existing toolbar buttons.  This would probably reduce the amount of code by one order of magnitute and is the preferable solution.  However, it would take quite some time to realize.
    
  So, if we want to fix this then probably with solution a) after 4.1 has been released."

confirming, too.

The described issues is a defect in the Sidebar feature introduced in AOO 4.0.0
