Problem has been observed first in Bug 123598 original report steps 3 and following.

Steps how to reproduce with server installation of "AOO 4.1.0-Beta – English UI / German locale - [AOO410m14(Build:9760)  -  Rev. 1577236 2014-03-15]" on German WIN7 Home Premium (64bit)", own separate user profile:

1. Open  Attachment 81855 [details] for Bug 123598
2. Save without changes as .odt
3. Close -> Reopen
4. TOC: 'rightlick / Update'
   Bug: Single line TOC entries become 3 lines entries

Additional Info:

(a) Reducing right page margin from 20mm to 15mm heals the problem, seems 
    TOC width is a little too big for the page width
(b) The problem seems to be already in the document after Step 2, also
    LibO 4.2 shows the problem with document from Step 2, and also
    Softmaker Freeoffice shows a similar problem
(c) hypothesis concerning roots: "Screenshot in MS Word 2003" shows that
    in WORD the page numbers of different heading levels are shown at different 
    TABs. In AOO this difference disappears, may be the "compromise" for the
    page numbers tab is not suitable?
(d) Already reproducible with a .odt created from sample document 
    with OOo 2.0.2
(e) Was still ok with a .sxw created from sample document 
    with OOo 1.1.5
(f) might have the same roots as Bug 123598:
(f1) Seem to have the same version where problem appears
(f2) The white space in Bug 123598 has a (not very) similar hight as the
     additional space required for TOC after update here.

I can reproduce the described defect.
On Windows 7 I used OOo 3.0.0 and AOO 4.0.1
On Linux (Ubuntu 10.04 64bit) I used AOO 3.4.0

A short investigation reveals the following:
After the initial import the TOC definition contains a Left-Tab as its last item for each entry level. This causes the problems afterwards.
This Left-Tab is somehow not correct and not needed.
It does not seem to cause trouble right after the import, because the Right-Tab available at the paragraph styles which are applied to the TOC entries seem to be used first, which does not seem to be the case after save-to-ODF and reopen cycle.

Further improvement and correction needed for the already made fix.

Issue now fixed on trunk
