Imaging you need a separated text block between the normal text of the document. The text block should have a bigger distance to the surrounded text than the distance between the paragraphs inside. The mostly use case are numerations or simply lists. (look at the attached document)

To reach the described formatting by using paragraph styles you need 3 styles, so you find in a writer document predefined styles

Numbering X Start
Numbering X Cont.
[Numbering X Cont.[...]]
Numbering X End

and
List X Start
List X Cont.
[List X Cont.[...]]
List X End

Lets have
List Start: Before: 1,00 cm  -  After: 0,21 cm
List Cont.: Before: 0,00 cm  -  After: 0,21 cm
List End:  Before: 0,00 cm  -  After: 1,00 cm

With the introduction of a new attribute for spacing between paragraphs with the same paragraph style you will be need only one style for the described formatting:

List: Before: 1,00 cm  -  After: 1,00 cm  -  Between: 0,21 cm

Look at the attached picture how it could look at the paragraph style window.

Not a new problem

This might be a great feature for few users, but also might be something worrying for many users. I think that I rather often need something reporter shows in his sample document, but we need some more information concerning possible alternatives, chances, risks, other users' thoughts, votes ... , more or less a mini-Specification before we can think about really adding this feature.

Questions:
(a) What's ODF possibility here?
(b) If that is not included, do we want to break ODF standards?
(c) Benefit / costs? 
(c1) Currently I see lots of alternatives to get additional
    spacing before and after numbering, for example inserting empty paragraph
    (with it's own style "Styles-Separator")
    and similar. Are there really so many applications where it is 
    essential to have spacing to other paragraph style in Style?
(c2) Mock-Up tells "distance to other paragraph style. Top? Bottom? Both?

how that is handled by AOO competitors, why you think that possible alternatives do the job worse and similar?

I am currently working on a checklist with possible risks to be considered in a fix for this Enhancement request. Will be ready for public review in the Wiki 2014-04-10 or so.

@Rainer: Thank you. But because the wished feature is old as OpenOffice resp. StarWriter for Windows I have made enough thoughts about it. I will provide it if I really know what to do.
