Create a project for AOO400 for Tatar (tt) in Pootle

Tatar (tt) is not in the source code http://svn.apache.org/viewvc/openoffice/trunk/extras/l10n/source/ and has no locale data, but this will be covered in another issue. We have volunteers ready to help, so a new empty project for Tatar (tt) should be initialized in Pootle and PO files from OpenOffice 4.1.0 should be uploaded there. To initialize the project we will need that someone who speaks Tatar provides the plural rules for Tatar for Pootle in the comments below. Please ask for more details if you can't find information yourself about this.

Please handle the Pootle account request separately from this issue. Just send a request to the l10n list, you can find a template at https://wiki.openoffice.org/wiki/Pootle_User_Guide ; then we'll create your account.
I didn't add it, but Tatar is now available at https://translate.apache.org/tt_RU/aoo40/ The help is still missing, so leaving this issue open.
it is not complete, I just added the language but it is not filled with any existing strings. Stay tuned the release comes first at the moment ;-)
I have seen the translation on the UI has already started, help is now ready as well
this issue is solved, please create new one when the UI is 100% complete and we can continue to integrate it. And we need the locale data as well.

Localedata is in issue 124631 and has already been handled by Ariel. I've now added permissions on both aoo40 (they were already set) and aoo40help for user irekhaz. So everything seems ready now, closing.
