The default position settings in outline numbering are irrational for all units other than inches. 

Replication

 1  Set units to centimetres, tabs to 1.0 cm in preferences.
 2  Turn on numbering. 
 3  Select outline. 
 4  Select 1.1.1.1.1.1. Click OK.
 5  Open bullets and numbering dialogue. 
 6  Select Position. Level 1 defaults are set to 1.27, 0.64. 1.27, level 2 to 1.91, 1.27, 1.91, with corresponding irrational values for levels 3 to 10.
 7  This leaves the user with the task of manually editing 30 settings in order to restore rational values, which may well require 150 keystrokes or more.

Similar difficulties are experienced working in millimetres, points, and presumably picas.

The problem is egregious because there is no way to reset the defaults to values the user would prefer. 

This leaves them facing this labourious and unnecessary task repeatedly:

with every new document

repeated within the same document as the customised values are lost on closing numbering (bug report to follow shortly).

When considering the severity of this bug, please note that most of the world is now metric, and that outlines are routinely used for very long and serious documents such as books, and legal briefs which may run to boxes of paper – literally thousands of  pages.

It is presumed this bug applies to all forms of numbering.

Remediation

A method is needed which provides sensible, user-friendly default values for non-imperialist users. 

It would be most welcome if this could cover all measurement default settings.

This problem is not only related to Outline Numbering, any positioning seems to base on inch (or whatever ?) unit with horrible implausible positions. For example also see "Issue 124886 - Tab position value modified after unit changed and back"

(a) There is not a simple solution, we would need separate templates for each 
    measure unit
(b) Not only Writer affected, this problem is in all  applications.

@Regina:
In a few tests I always saw not whole-numbered values for several positions, widths, ... . Is that a technical problem or has that historic or typographic or whatever reasons?
