When I try to scroll a page using the mouse wheel, it scroll really fast and it is unreadable.
I activated "smooth scrolling" option but it is useless; it is an old feature, nowadays it doesn't work and it could be dropped, as it can be gathered reading these ones:

But how about slowing generally down the scrolling by the mouse wheel, maybe in some future version? I don't know the exact way, but OO could process differently the mouse wheel event, giving back few lines "per event".

A good example of scrolling is the Ms Word 2010 behavior, to show that I captured a little demonstration video.

I was able to confirm. I am using version 4.1.2 on a Windows 10 PC.

Replication:
1) Open test document given in zip file in both AOO Writer and in Microsoft Word 2016
2) Select "Smooth Scrolling" in AOO from Tools > Options > OpenOffice Writer > View 
This step is optional. The smooth scrolling does not work and has been confirmed to not work from these other bug reports: https://bz.apache.org/ooo/show_bug.cgi?id=94414 and https://bz.apache.org/ooo/show_bug.cgi?id=124240
3) Try scrolling. I used a mouse and also a trackpad. The page scrolls less smooth in AOO Writer than in Word and when you scroll, the document is fairly unreadable. It took 4 mouse scrolls to traverse a single page in Word, up to the page break, as opposed to the 2 mouse scrolls that it took to traverse the same page in Writer.

So, yes, the scrolling is faster in Writer. There are many people who are not a fan of this aspect of the program. The scrolling seems to be a bigger problem for people in AOO Calc: https://forum.openoffice.org/en/forum/viewtopic.php?f=9&t=81122 https://bz.apache.org/ooo/show_bug.cgi?id=81907 

Smooth scrolling has been shown to be broken, and people have raised concerns about this. People obviously do want a smooth scrolling feature. Also, there have been irritations about AOO's scrolling speed based off of other bug reports. While this is minor detail of the program, it does seem to go against the user expectations of how a program like this should scroll.

Also, I realize the smooth scrolling bug reports that I gave are the same in the original report, I just reference them again in my comment.

Summary: I was also able to recreate this bug. As explained in comment #1, smooth scroll does not currently work, so I did not use it in my tests. I had the same results as ebroom2014 got.

Version: 4.2.0 AOO420m1(Build:9800)  -  Rev. 1692551

Specs:
OS: Windows 10 64-bit
Processor: Intel 17 2600k 3.4 Ghz
Graphics Card: Nvidia GTX 770 (2gb VRam)
RAM: 8 GB
Monitor: Asus 24" Monitor

Steps:
1. Open test document given in zip file in both AOO Writer and in Microsoft Word 2010
2. Scroll up and down in both AOO and Word 2010. The scrolling in AOO is less smooth than that of Word 2010. AOO's scrolling feels more "jumpy". Not the best choice of words, but the video attached to this report shows it well enough.
