Using Windows 10 Pro x64 on a Dell PC with i7-3770 (4 cores) 3.40GHz processor, 32GB RAM, these were my efforts to reproduce a crash with the given file.

 1. The file opens successfully in Excel 2016 (protected mode because an Internet download).  Nice motorcycle.

 2. I saved it from Excel as .xlsx and that appears to open fine in Excel.
    The .xlsx also appears to be open fine in LibreOffice 5.0 x64.
    The .xlsx opens slowly in Apache OpenOffice 4.1.2 and appears to be correct.
    

 3. I saved it from Excel as an .ods.
    The .ods opens successfully in LibreOffice 5.0 x64
    The .ods seems to open the same in Apache OpenOffice 4.1.2 (and quickly this time).

 4. Satisfied that the file appears to be safe, 
    The .xls opens successfully in LibreOffice 5.0 x64
    The .xls opens a bit slower in Apache OpenOffice 4.1.2 

There were no crashes in any of these cases.

I am providing the .ods file to see if that makes any difference on the system that fails to load the .xls.

@safval: What difference in your configuration might account for the difficulty.  Does the .ods file open successfully, with all of its images?

is a public link for access to a read-only copy of the 5.4MB .ods file.  It should be downloadable on Windows using Internet Explorer.  Click next to the file entry to see the menu for downloading.  Although the file extensions doesn't show in the name, it is Stels_Delta_200.ods.  

One limitation that might be involved here is the need to cache all of the images that are in this large file.

The ods file opened successfully, thanks. And its images looks right.
Original file continue crashing, maybe I just need to update OpenOffice.
I do not know what difference may account for the bug. There is my PC parameters: Asus notebook, CPU i7-4700HQ @2.4GHz, RAM 16GB, Windows 8.1 for one language (Russian).
