This document needs a password to be modified with Writer.
In read-only mode, we can see in stylist that table is hidden.

A bit late my comment but:
With Word 2013 on opening the file, I see the table. Then I can change to writing mode and nobody asks for a password, and then I can edit the table.
The file is not mine but from a friend asking herself wether she needs to buy MS Word to work with such docs or can she have hope that a future version will have the same behaviour as MS Word, for her it's professional use.
With OO writer I see only the text and on the frame that it's write protected,
  the table is invisible.
When I export with Word 2013 to docx, the OO writer shows the table, but not the additional text.

This table is in read-only

Open this .doc with Word 2016. 
Unable to modify the table (see screenshot).
Seems to be protected.
So, as my previous comment, Writer can't display except as hidden table.

I could reproduce this in Open Office Writer (AOO413m1 (Build:9783) - Rev. 1761381 2016-09-29 02:39:19)

- Open attached "Verfügbarkeiten Guides - Berlin 2017.doc"  
result: .doc opens in read-only mode and with no visible table

It didn't seem to work in earlier version, reproducable in Open Office Writer 3.3 with the same result.

Microsoft Word 2007 and 2016 are able to open it and (after allowing editing in 2016, no need for that in 2007) check tickboxes and save the document, without providing the password.

As others have stated, attached file with table is read-only.  I can confirm that attachment with the read-only table does not display when opened in Writer, version 4.1.2, Windows 7.  In order to reproduce, I created a new word document with text and a table, saved as both word 97-2003 .doc and as .docx.  Unprotected files display text and tables in Writer with no issues.  I then made the documents read-only, and they still display in Writer.  I believe the issue lies with this particular document.  New files attached.

Steps to reproduce:

1.  Create a document in Word 2016 that includes text in the body of the page and a table with data
2.  Protect the document, selecting the Table portion of the page as read-only
3.  Save document as 97-2003 .doc file
4.  Close file in Word, open file in OO Writer
5.  Observe that both text and table are visible.
6.  Repeat steps, changing only that document is saved as .docx
7.  Text and table are visible in Writer
8.  Repeat steps, making a .doc file where entire page is read-only
9.  Text and table are visible in Writer
