This is similar to Issue ID 115657 but may be worth looking at.
I made a new spreadsheet with just these 3 values in it.
They are all defined with the default currency format.
This was using Find & Replace. The only options selected were Search in    Values and Search Direction    Columns

I am going to list the 3 values and what could and couldn't be found for each one. The last one is perhaps the strangest.

$19.59 
Could be found 19.59   19.5   19.   19 
Couldn't be found -----

$13.80
Could be found 13.8   13.   13
Couldn't be found 13.80

$85.00
Could be found 85
Couldn't be found 85.   85.0   85.00

I don't think it is at all unreasonable for someone doing a financial spreadsheet to enter as a Find parameter $195.00 and expect it to be found if that exact value is there to be seen.

Why not add an option in Find & Replace to   Search in   Currency    as well as
    Search in    Value.

If that's the case and someone enters $195.00 you drop , if present , the $ sign and 1 or more trailing 0's and search for what is left.

If you find an apparently matching cell check that its format is Currency.
