System requirements page needs more info for unicows.dll

In the mailing lists there is quite often the question where to get / what is unicows.dll. The <http://www.openoffice.org/dev_docs/source/sys_reqs.html> System requirements page should get the following info added to the windows part: (stolen from issue 11523) " The Microsoft Layer for Unicode - unicows.dll - is a runtime requirement for Windows 95/98/ME (not for NT/2000/XP). The file "unicows.dll" (versions 1.0.3590.0 or 1.0.3665.0) has to be downloaded and installed in the system or windows directory (i.e. C:\WINDOWS\SYSTEM or C:\WINDOWS, respectively). A self-extracting file is available for download at http://download.microsoft.com/download/platformsdk/Redist/1.0/W9XMe/EN-US/unicows.exe. Ping! Sorry to bother you Louis, but this issue is easy to fix, but nobody responds at issues@documentation.openoffice.org. I could apply for write access for the www project, but the main problem that there are some issues that nobody responds to.
hi Yes, I asked Scott if he'd be agreeable to a co-lead and he said yes. Volker, fwiw, I immediately added information regarding the unicows to the instructions page--more accessed than sysreqs. I'll the below to sysreqs. louis

I'll continue to have a look at problems in the mailing lists, but I think my main contribution to OOo is to keep helping the thing buildable with Windows compilers. This is, thanks to Microsoft, not always trivial.
