If you change orientation (e.g from portrait to landscape) of a document with a
footer, the tabs (inside the footer) don't refit.
When you press <tab> inside a footer the cursor jump to the middle of the page;
another <tab> and it move to the right end of the footer. After changing page
orientation, the tabs still make the cursor jump as if the orientation is still
portrait.

Does this problem still exist in 1.1 Beta 2?

If so, please attach some screenshots that illustrate this problem and
include clear, simple step by step instructions that consistently
reproduce this problem.

The problem still exist in 1.1 beta 2.
If you change the page orientation from portrait to landscape, of a
document with footer, the <tab> behavior inside the footer is
different than if you add the footer after changing the page orientation.

Here is a step by step description. First are instructions to get
normal behavior:
1. Open a new text document by pressing <ctrl + n>
2. From the menus go to 'Format-->Page', choose the 'Page' tab, click
the 'Landscape' button, then click 'OK.' The page orientation is
landscape now.
3. Choose 'Insert-->Footer-->Default'
4. Place the cursor inside the footer and press <tab> twice. The 1st
click will move the cursor to the middle of the footer and the 2nd, to
the right side of it.

Now, instructions of how to get the problem (actually it's a similar
procedure, only now steps 2 and 3 are reversed):
1. Open a new text document by pressing <ctrl + n>
2. Choose 'Insert-->Footer-->Default'
3. From the menus go to 'Format-->Page', choose the 'Page' tab, click
the 'Landscape' button, then click 'OK.' The page orientation is
landscape now.
4. Place the cursor inside the footer and press <tab> twice. Now,
instead of jumping to the middle of the footer and then to the right
end of it, the cursor jumps to the places it should have jumped if the
page orientation would still have been portrait.
Even if you remove the footer and insert it again, or save the
document and reopen it (I tried it in MS office format) it doesn't help.

Thanks for the update.

As a workaround, you can update the footer style with the correct tab
settings after you change the page orientation.

In summary, the footer style does not inherit the tab settings for the
landscape orientation if the footer style was applied before the page
orientation is made.

There's no different behaviour. 
The tab stops in header/footer are defined in the paragraph styles
Heasder/Footer. They are initially set to the values that are read
from the default page size.
When the page dimensions change either by switching between
landscape/portrait or by changing the page size or margins these
inital values are not useful anymore. 

To overcome this two new tab stop types are required. One for a
centered tab stop an one for a right aligned tab stop position. 

I change the type of this issue to enhancement and the target to OOo
later.

The Issue you raised has the status 'New' pending further action, but has not
been updated within the last 4 years. Please consider re-testing with one of the
latest versions of OOo, as the problem(s) may have already been addressed.

Issue still exists in 3.0.0 beta.
I would be nice to have an easy way (a button?) to reorient the middle and right
tabs of the footer, when changing page orientation.
At least, I think, if you remove and reinsert the footer, the tabs should reorient.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
