Untangle the dependency knot in module i18npool.

Fixed on branch cws_srx644_i18napi:
created module i18nutil, moved from i18npool/source/utility/, delivers
libi18nutil
libi18nregexp built in regexp
separated libi18nsearch built in i18npool
