the rvpapi/java/makefile.mk is not w32-tcsh aware.

Yes, can do. Two points:

1. Sanders build broke because of the + in front of javamaker, because
   4NT allows only 2048 signs in commandline/batch command.
   Fix: remove the plus, no shell needed. (I think)

2. W32-tcsh related. Use $(JAVAMAKER) instead of javamaker.

Will commit to the next cws_... tree, if nobody else is faster. ;-)
