Menu Format: unable to customize

Go in Tools>Configure>Menu tab. Scroll down the "Menu entries" list until you find the "F~ormat" menu. This menu is empty : there is no entry in it. Moreover, there's absolutely no way to add an entry to this menu. It looks like it is an "entry" (like "About OpenOffice.org" for example) and not a "menu" (like "Edition" for example). Is it a bug or a feature ? I think it's a bug and I do think that it is related to the issue #9078 that reports that one cannot access the Format menu when in "Page Preview" mode. This bug appears at least in 1.0.1/1.0.3/644m11 on Windows 98 1.0.2 on Linux PPC This problem affects Writer and Calc but does not affect Draw nor Impress, where the Format menu is fully customizable.

I noticed that the menu "Format" is the only one which is not a SfxVirtualMenu. Is it normal ? Indeed, the SfxVirtualMenu constructor isn't called when I display the "Format" menu, whereas it is when I display every other menu.
confirnmed in 1.1 bet2 under wondows 2000. I can change the entry, but I can't add subentries

the Fomrat menu will no longer be context sensitive, hence it can be customized in OOo2.
