0 engineers have 0 M1 issues and features.

I guess 'M1' is referring a foreign milestone, but nothing meaning ful inside
OOo IssueZilla.

This is repaired in version 1.3.0 and beyond.  This is from our
internal issue number 8190: "Replaced the reports.cgi in 1.3.0 with a
more generic reports generation interface."

The Issue you raised has been marked as 'Resolved' and not updated within the
