It would be nice to let background images span the whole page. This might be 
nonsense for printing, but is great for PDF creation.

As shown in issue 13606 the requested functionality is not implemented
yet. (OOo 1.1beta2)
Currently page background images can not exceed the area defined by
page margin settings.

I know. I thought this is a feature-request? If not, how can I

You can anchor the selected graphic to page via context and set the
wrap to Background also via context.

@hi: Why is this one not accepted as feature / enhancement for the
page background functionality?
