I have found, that definition 
<StartDayOfWeek>
<DayID>sun</DayID>
</StartDayOfWeek>

in Czech locales is incorrect, becouse first day of week is Monday here. So the
correct one is

<StartDayOfWeek>
<DayID>mon</DayID>
</StartDayOfWeek>
